It is a decorative piece of 19th century wall art. In the 20th century the tray was cut down to isolate the main scene, and the surrounding rim wassubsequently pierced by hand, creating the present openwork border.

These decorative panels would date to circa 1900. In generally good antique condition with no bends of any note and no dents. When up against a hard surface you cannot see them and as such they cannot be seen in the photos.
